Title IV Authorizations

What Is Title IV?

Title IV refers to the Higher Education Act of 1965, which created federal student financial aid programs.
At 蓝莓视频 (EOU), federal regulations require your financial aid to be applied only to current-year institutional charges, unless you give permission to cover additional charges.

How Your Aid Is Applied

Automatically Covered (Institutional Charges):

  • Tuition
  • Fees
  • Room and board
  • Up to $200 in prior-year institutional charges

Not Automatically Covered (Non-Institutional Charges):

  • Library fines
  • Parking permits and fines
  • Application fee
  • Other incidental charges

Without authorization, non-institutional charges may remain unpaid鈥攅ven if you receive a refund.

Important: Title IV aid cannot be used to cover:

  • Late fees
  • Penalty fees
  • Finance charges
    These cannot be paid with federal aid, even if you authorize it.

How to Give Authorization

You can voluntarily authorize EOU to use your Title IV aid for:

  • Current year non-institutional charges
  • Prior year non-institutional charges

To authorize:

  1. Log in to the my.EOU Portal
  2. Open the Financial Aid Self Service menu
  3. Select 鈥淭itle IV Authorization鈥�
  4. Check both boxes for Current Year and Prior Year Non-Institutional Charges

Recommendation: Select both options to avoid small, unpaid balances.

Types of Title IV Federal Aid

  • Pell Grants
  • Direct Loan Programs
  • Federal Perkins Loans
  • FSEOG (Federal Supplemental Educational Opportunity Grants)
  • TEACH Grants
  • Federal Work Study

Example Scenario: Without Authorization

Even though the student received a refund of $1,916, they still owed $91.59 due to:

  • $75 for the parking permit (non-institutional)
  • $16.59 interest charge (not allowable)
